서기 1910년 사월 창건, 당시 통도사김구하 대종사께서 우리 국민들이 왜정 치하에서 갖은 학대를 받으면서 망국의 서러움에 시달리고 있을 때. 불법으로 민생구제 할 것을 서원하여 이곳에 설법전을 짓게 되었고 절 용도를 통도사 [울산 포교당]으로하여 지금까지 이 지역사회의 불법의 심오한 진리를 홍포하여 수 많은 불자를 교화하는 도량이다.
