신라 문무왕때 의상조사가 견성 성불하기 위하여 창건하더니 당에 유학하였다 함.(군지기록) 의상대사가 신통력을 얻어 절을 하나 창건하고자 지팡이를 공중으로 던지고 지팡이를 따라가 보니 현 정방사 자리에 꽂혀서 꽃이 되었다는 것임.
