운주사의 창건과 천불천탑의 건립은 통일신라말 도선국사에 의한 것으로 전해지며 문헌상으로는 신증동국여지승람 능성 현조에서 현존 석불 석탑의 유래 짐작할 수 있음 운주사는 해발 100미터 내외의 비교적 낮은 야산지대로서 불적은 평지와 야산 등 반경 200미터 범위내에 산재되어 있음
