불상은 고려 말에 파주군 문산포에 살던 천노인이 덕목리 앞바다에서 건져 올린 것이라고 전한다. 불상 모실 곳을 찾아 옮기던 중 고등산에 있는 지금의 심복사 자리에 이르자 갑자기 무거워 졌으므로 여기에 모시게 되었다고 한다. 안정되고 단정한 모습에 전체적인 조형이 도식화된 것으로 보아 10세기에 만들어진 것으로 추정되고 있다.
