백제에 불교를 처음 전파한 마라난타가 불법을 처음을 편 곳이 법성포였다고 하여 법성포에서 가까운 모악산에 사찰을 세웠는데 이 사찰이 불사의 으뜸이 된다는 뜻으로 불갑사라고 전함 또한 백제 충숙황 원년 각진국사가 도갑사, 봉갑사, 불갑사 등 3갑사를 창건하여 이 사찰의 으뜸이라 하여 불갑사라는 설도 있음
