신라 성덕여왕 16년에 자장율사가 창건하고 문무왕 11년 원효대사가 재건한 봉복사는 전옻사찰 14호로 등록되었으며, 덕고산 자락에 위치하고 있으며 엣날의 거찰다운 면모를 갖추고 있고 주변여건은 인근에 태기산, 횡성댐, 병지방계곡 등 관광지와 연계가 용이하고 자연을 주제로한 관광코스 개발가능성과 잠재성이 내재되어 있는 사찰임
