창건년대에 대한 정확한 기록은 없지만 도솔암의 역사를 증명하듯 경내에 조선말기나 일제초기에 건립된 것으로 보이는 삼성각 건물이 남아있고, 제작시기가 1890년으로 보이는 산신도와 1904년으로 추정되는 독성도를 소장하고 있으며, 특히 삼성각의 건축년대나 전해 내려오는 탱화등의 흔적으로 보아 적어도 19세기에서 20세기초에 창건되어 암울했던 일제침략기에 울산 북구 지역의 중심도량 역할을 해온 사찰임.
