관음사는 조선시대 숭유억불책에 의해 산중에서 명맥을 유지해 오던 불교가 근대화에 의한 도심지로 진출을 모색하면서 창건된 대표적인 사찰 중의 하나이다. 당시 강원도의 3대본산이었던 금강산 유점사, 건봉사와 오대산 월정사의 3대 본사에서 불교연합으로 1923년 강릉불교포교소를 건립 강릉지역의 불교포교와 인재양성을 목적으로 건립되었으며, 아동불교 포교를 위한 금첨유치원도 설립되었다. 현재는 월정사에서 단독으로 운영하고 있다.
